I actually see this bug ONLY in 2.7.3-1, as /proc/mounts lists /dev as

tmpfs /dev tmpfs rw 0 0

rather than "udev /dev ...". Anyway, I'd recommend following
makedev's lead and checking for the presence of /dev/.udev or
/dev/.udevdb as a directory.
