shining force neo question

I am at the part where you have the dark seals and are opening up the
different hives to fight the different bosses. I have beat all of the
except for the Y-Arm hive. I cannot beat the Arc Dragon boss. No
matter what I do to him, his hp doesn't go down. I have used spells
and weapons, but his energy bar only goes down a little bit, then back
up again.

There is only one gamefaq for this game that I have found and it isn't
that detailed or useful. If anyone knows how to get past this part,
please let me know. Thanks.

Yes. the Arc Dragon is one tough nut to crack, probably the hardest
boss in the entire game, and way harder than the final boss. His
regeneration is insanely fast. I have heard that it's easier to kill
with with weapons, but since I used magic almost exclusively
throughout the game and didn't develop any of my weapon skills that
wasn't an option for me. I don't quite remember how I finally beat
him. I think I killed him with lvl 3 Dark Arrow at point blank range
(so all arrows converge on him). It's either that or stacking lvl 3
blaze + lvl 3 ice shield + using hellwind.
