let's say I have a baron deck, and some of my minions are baron and one
other minion (who also is anarch) is a liaison.

somebody calls a referendum to remove one of my barons titles, so the
question is, being the liaison an anarch does he have one vote less on
that referendum or he keeps all of his votes because of being anarch?

He has one vote less. Liaison is not an anarch title, he is just an
anarch with a title. Same as Nehsi playing an anarch secession. He will
still have his 2 votes and considered titled, but it is not an anarch
title.
