Here's the easiest method:

1) Grab and install the PlayersDB
http://www.harpdb.com/h3/pdb/scen/Complete_ANW_Library.exe

It will set up all the PlayersDB scenarios and database into the
appropriate folder inside folder:

C:\Matrix Games\Harpoon 3 Advanced Naval Warfare\Databases

After you have the PlayersDB installed, then just make a copy of the
folder structure and re-name it for Y2kDB, ColonialDB, etc. and
replace the *.dat / *.scn files within with any new files from your
favourite site.

You switch between the databases by selecting the "Database Manager"
tab when you run the Configuration Launcher. All the scenarios for a
particular database should be found within the folder for that
specific database.
