Name this game.. please!

This is killing me! Any ideas what game i'm thinking of?

Adventure game. Mid-nineties. Similar to Sam & Max or Day of the
Tentacle, but not LucasArts. Very cartoony.

The player and other characters are strange creatures; basically
"people" but not really all that human, i'm sort of remembering them as
resembling monkeys/smoths. You had to go around the city talking to
people, trying to solve the mystery of whatever you're trying to find.

More specific:
- I know there was one part of the game where you go to the "redlight
district" in the town/city in which the game takes place. It's assumed
that this is the bad part of town. There's 1 red light that you have to
keep going back to or something, or maybe go into the building or do
something with the window that has the red light.
- The name. I *think* it was similar to "Bobbles and the Noob" or
"Limpo and the incredible search for the Nib" or "Pipple and the
missing Goomb" or something like that!

I know this is pathetic Any ideas?
