Sounds like a good way to get completely overrun by players in full
Zentai...
On the other way, it might make for a neat "Narnia" campaign seed.

I got to play an Awakened Bear Cub. We all started as Wizards
familiars, and our Wizards had gone missing (mysteriously, of course).
We used the advancement rules out of Savage Species for the higher-end
animals like the bear. |

Yes, they all lived in a single abode, called Animal House. It was shaped
like an inverted 'V' so it was also sometimes called Delta House.
Let's see, we had the following animals:
Flounder, Stork, Otter, and Pinto.
Allied to unidentifiable animals Bluto and D-Day, they take on evil animals
like "Dean" Wormer. In the battle, they end up mistakenly killing a horse.
Great fun that. |

I was actually listening to a Fear the Boot podcast. It was the topic
of the episode. I'm a big fan of anthro races but I've never used
straight out animals. Though I do own a copy of Kung-fu Panda.

Played a few 1st or 2nd ed Gamma World campaigns where all the players were
intelligent mutant animals.

The 4th edition has some really nice mutant animals rules. And if you
take an animal without any human features, you get a bonus physical
mutation. I've run mutant apes before but that's cheating.

We did this, but not for D&D. We used Ars Magica. We were the animals
of a wizard and our master had disappeared. It was a lot of work for
the GM because coming up with a quest that needed the "skills" of a
mouse, cat, owl, horse, and big dog (and, uhh, another one I forget) was
quite a challenge. It was a lot of fun. |

Can D&D actually simulate that?

As I recall, the GM was rather generous about letting us use equipment and
manipulate objects. There were also a couple players who had tentacles or
some other added apendage that I think the GM just let them pick as one of
thier mutations rather than roll for. So there would be a few animals who
could "dress" the other animals for them.

You could easily do this with D&D 3E as long as you did not run it as a
standard D&D adventure. |

Which is just one of the many, many reasons I love Gamma World. I
have a copy within arms reach.

No, but I ran a 2nd edition game from Dragon ("Monsterqueat"?) which
contained an Ogre named Bert, a Kobold, Halfling, Wererat, and Nixie the
Pixie.
As an added bonus, the girl playing Nixie was a local talk radio host and
used a wonderful cartoony voice.
