[XBLA] Weird Frogger multiple accounts problem

Is anyone else having problems with playing Frogger on their 360 with a
different account? When one of my kids sign in with their own profile and
select arcade mode it brings up the sign-in screen. They select their own
account, go back to arcade mode and end up with the sign-in screen yet again.

My initial thought was that perhaps this is the first XBLA game locked to
just one profile, but if that was the case then wouldn't it just work as a
demo instead when used with a different account?

I have this problem if I'm not connected to Live.
