Tax Limit Confusion (PCC, THost)

I'm confused by what PCC is telling me when I'm taxing in a specific
instance.

It seems like I can't collect more than 20% taxes on Natives. If I
set the taxes higher than 20%, PCC says that I can only collect the
amount which is exactly equal to what I get at 20%. But I don't know
why this would be true.

- I have enough colonists.
- It's less than 5000 (the per-planet income limit for this game).

For instance, I have one planet with a bit over 100,000 Ghipsoidal
Unity native clans, 5769 colonists. If I set the native tax to 20%,
it says I'll get 3828 MC (all fine). At anything higher than 20%,
though, it says what the natives Need To Pay (keeps going up as I
increase tax rate), but it then says I can only Collect 3828.

I don't understand why it's limited to 3828 in this instance. This
happens on at least one other planet (limited exactly at the 20% tax
rate).

I haven't tested closely enough to figure out if this is merely PCC
telling me I'm limited (erroneously, and I'll get the money anyway) or
if I'm missing some common configuration setting or something. I'll
try taxing at 21% and see what happens, but I'm confused either way.

This is PCC 1.1.16, THost v3. I'm the Borg (which is one reason I
might want much higher taxes than 20%). I don't care much if people
know what game it is, this is the HConfig:

Any help/tips/info appreciated (I don't claim at all to know
everything I'm talking about here, maybe I'm ignoring something
obvious?)

....and because THost wants to be mean to you, it does not allow you more
than 20%: Borg cannot tax natives above 20%. If you do, your natives
will get unhappy but still don't pay more than 20%.
