Stuck Main Quest ?

I am doing the find the spies in Bruna. I have killed Jeral {!} and
she was with another person named Bugette I think spelling is probably
off. I reported to Burl the head guard. I searched Jerals house and
basement found the cave and went the exit into the mountains. I went
back to Burl and he does not seem interested and Jaffe says I need to
go and find the rest of the spies and their headquarters in Bruna.The
red arrow is still showing Jerals house. Help

Did you read the note in the basement?
