On multiplayer it may be your 'wireless zero configuration', but that
wouldn't account for the single player stutters. But, you can try turning
that off by clicking 'Start' > 'Run > then typing 'services.msc' and
scrolling down the list, right clicking 'Wireless Zero Configuration' and
hitting 'Stop'. It won't hurt anything, but you'll have to turn it off
every time you reboot if that is the problem.

If that doesn't work, you must have something running in the background.
'Ctrl'+'Alt'+'Del' and checking what programs are running.

I recall having this problem in single player. What fixed it for me was
opening the console and typing vid_restart. Not sure why it fixed it, but it
did.

Run msconfig and turn off all your startup programs. Also, if you are
running a virus-killer and it side-steps msconfig shut it down
manually. Then start up Quake 4 and see if the hiccups go away.
Most cases of these sorts of hiccups are from programs still running
in background and gobbling CPU cycles intermittently.

You can turn it off or see if you have your disk to much
fragmented.

Control Panel>System>Device Manager>Right Click on your primary or
secondary IDE controllers and click on advanced tab.
