One of my goals as a host of Diplomacy game servers (mostly instances
of the judge, but I also make periodic attempts at launching a
permanent real time server) is to have an adjudicator integrated with
web GUI, judge-compatible email and user forums. So, I'm looking at PHP
Diplomacy as a possible approach:

I'll be running this server with the same extreme attention that I
devote to my public judge USAK. There will be some cosmetic changes
over the coming weeks (probably not for the better, my tastes are
rather spartan), but nothing structural... so play!

Looks good, I think some e-mail/njudge admin input to phpDiplomacy
would benefit everyone. Let me know if you need any help navigating
the code along the way. Smile

This is from my introductory message in the forums:

My goal is to develop a more intimate knowledge of the
system so that I can help develop the email capabilities
of the program along judge-like lines, meaning that I
would like to make it easier for those who currently use
the nJudge email Diplomacy server to share games with the
web-based hobby. The judges and phpDiplomacy (with, ahem,
similar programs) each have approximately 1200 concurrent
games. I believe that the maturity of the email hobby and
the growth of the web hobby would naturally make for a
vigorous hybrid.
