The following is a quite from the web.
"Currently, the common belief among anthropologists and historians is
of the Asian origins of playing cards. Paper was invented in China a
thousand years before the Middle East, making it a more likely choice
for the origins of playing cards. The Asian origins theory was
rejected for a long time because of the vast difference between Asian
playing cards and the playing cards from the Western world. Today,
the Asian origins are more widely accepted."
These experts place the origins of playing cards sometime around the
10th century, in Central Asia. The Chinese used paper dominoes,
shuffling and dealing them, in various new games."

Paper was invented about a 1000 years before the middle age. Expert
anthropologists and historians favor China as the place of origin of
playing cards. The simple reason is based on the fact that cards are
made of paper.
By the same line of logic, I propose Mahjong was invented and not
evolved from playing cards. The simple fact is that bones and bamboo
or wood were there long before paper. It was by far easier to carve or
engrave a block of wood, bamboo or bone than to invent paper, draw the
design with a needle-point pen and print the cards.
An evidential example is the dice. Engraving a dice is like engraving
a mahjong tile. Dice came long before playing cards. By the same
reasoning, I say mahjong came before paper cards.
Therefore, mahjong or Mah-Jongg was an invention via correlative
reasoning which some historians and anthropologists use.
As a reminder, time of discovery is not necessarily the age of an
artifact.

Yet, I have not seen a good argument that defends the hypothesis that
MJ is from evolution.
Some people accepted the evolution idea without having actually read
the source document on Ma Diao. That is my impression from other
related discussion.
From 40 to 30 cards. That is hypothesized.
From Taiji diagrams and guo (fruits) to Cash; from trigrams to
strings; from myriad to ten-thousand; all are over-simplified..

I can not explain why sunset in the west does not have the same
writing. The sun shines through trees on its way "down" as well.

the pupils of a pair of eyes. There is another possible link between
Mah-Jong and I-Ching.

So far, it seems the argument is this: since mahjong was not the very
first game ever, it must be evolved from other card games.

Then doubling to 60 then re-doubled to 120. Again that was twice an
assumption.
Even then, what about the additional 16 cards for the Directions?

Most of all from trick-taking to pattern forming,how about that? It is
a totally different game.
And from paper to solid blocks. That is a different class.

West is written in Chinese as $B@>(B. I think there may be a picture there
for interpretation The horizontal line is the horizon. the square is
like a chamber and the two lines hanging down could mean the sun is
going to rest.

Mhjong's pattern for winning is unique, like groups of cards in
2,3,3,3 and 3.

One more thing, what game correlates with seasons and winds?
No doubt about it. Mahjong was invented. It has all its own symbols
that have been called mistakenly for centuries.

The game mahjong was invented, for the simple fact that its suits of
symbols are distinctive and unlike any other games.
Furthermore, even to this day, historians and scholars and players all
over the world still don't know and can not agree on what the symbols
mean. People can only associate the round shape with a cash-coin as
though there were real apples in the Garden of Eden.
A unique feature of mahjong is that it has a theme and that theme is
cyclical change in all "ten-thousand things" in the universe. A player
makes changes to each hand in play from beginning to end. The winds
change cyclically counterclockwise as the seasons change according to
the earth's counterclockwise rotation.
