For GTA4, they provide the recommended specs. It's heavy on the CPU or
apparently the number of cores, but not the video card:

* OS: Windows Vista - Service Pack 1 / XP - Service Pack 3
* Processor: Intel Core 2 Quad 2.4 GHz, AMD Phenom X3 2.1 GHz
* Memory: 2.5GB
* Hard Drive: 18GB Free Space
* Video Card: 512 MB Nvidia 8600 / 512 MB ATI 3870

So, those mean the Q6600 from Intel or 8450 from AMD. AMD is a lot
cheaper, if that's a concern. Slower too, of course.

For a generic high performing gaming PC, E8400 CPU, AMD 4870 or Nvidia
260 GTX. Or if you want quad, then Q9550.
