I use Vonage @19.95/month for 500 minutes, which is always much more
than I ever use. It's always on, whether a computer is turned on or
not. Incoming calls when the system is down is handy, too, and Vonage
has its own voicemail service included in the price.
Googling MagicJack, I found:

Magic Jack ONLY works on your PC or Laptop. That means to use your
Magic Jack phone, you need your computer ON 24/7.
You won't receive incoming calls on your MagicJack if you computer is off.
Magic Jack DOES NOT offer calls outside of USA. You still need another
service to make international long-distance calls. Who want two
different phone services?
Magic Jack call quality will vary based on your internet connection,
thats means you might not get the best quality all the time.
Magic Jack DOES NOT provide any Customer Support Service (No
Phone/Email) that means if your Magic Jack doesn't work, you are SCRWD.
MagicJack's EULA(Legal Agreement) says it will spy on you and force you
into arbitration. Magic Jack has built-in Advertisements which will
basically hijack your PC.
Magic Jack does not work on Linux or Mac.
