Um, 20k? That's LAN speed, most broadbanders play at 10k. Most servers
will be capped at 20k though, iirc that's the default.
As to whether it's causing PL, it's unlikely. What is likely is that
their network is experiencing some congestion occasionally. And not an
awful lot you can do about it. If everyone starts shouting "lag" at
the same time, it ain't you matey.
In a dosbox, "ping ip -n 100 >\temp.txt" will take a while, but will
give you some idea of how much PL during that timeframe, and "tracert
ip" (also in dos, or grab a gui client) will show you the route, but
won't be much help in nailing down sporadic PL, unless it's happenning
at the same time you do it.
