There's New York in New York, San Marino in San Marino, Luxembourg in
Luxembourg, and Djibouti in Djibouti, but I wouldn't count Kansas City
in Kansas, Quebec City in Quebec, Mexico City in Mexico, or several
others that always have the "City" appended. And city states like
Singapore and Monaco can't really be inside themselves, can they?

"Quebec City" does not belong on that list; like New York, the trailing
"city" is not part of its actual name and is often not used when there

Some of those have the "City" appended for the same reason NYC does:
just to distinguish the city from the region. I believe Quebec is that

Quilt is probably NIPPON, which fits the diagonal down to the left. So
the baseball player needs a P as third letter. The only one I can think
of that fits is Cal RIPKIN, so I'm going with that. The Streisand album
with 4th letter P is most likely PEOPLE, since that was the name of one
of her hits. The only author of that era with 6th letter N that comes to
me is KIPLING. He was British, but I'll go with him anyway (can't hurt
to guess).

Quilt = NIPPON (skew diagonal down). I'm not too happy with this,

I was pretty sure of DUNKIRK, and only the I fits, so I keyed the rest
off of it. It was hard spotting the diagonal, but the column was
definitely wrong. |

it's Manila -- Mexico City may be larger, but it has "City" in it. |

I was going by Wikipedia and how I usually see them together. For
example, "New York, New York" is perfectly normal, while I've never seen
"Quebec, Quebec" or "Mexico, Mexico". I'm less sure of the others.

There's your problem. WP uses "New York City" as the title for its
article about the city because this allows "New York" to be used for
the article about the state. And then since NYC *is* a common term
for the city, people writing other articles refer to "New York City"
because that's what its own article is titled, even in contexts where
it would have been more usual to say "New York" or "New York, NY".
I haven't looked at a lot of WP articles that mention Quebec City, but
I'm sure the same thing happens with them.
However, WP does have an article "Name of Quebec City" that goes into
the subject in detail.
