Post subject: Impudent Pokemon

I gave a level one (at the time) Turtwig to my brother, and he says it keeps
acting up even though it's only level sixteen now and he has the first
badge. It has a Bold nature and often scatters things. Isn't the first
badge supposed to keep Pokemon under level twenty (or thirty?) from
disobeying?

According to Prima, the second gym badge, the Forest Badge from from
Eterna City, will allow you to control any traded Pokémon up to Level
30 (and use HM01 Cut in the field). The only thing special the first
badge does is allow you to use HM06 Rock Smash in the field.

I guess that means that trading in Pokémon from other games, even low-
level ones, is troublesome until a trainer has the first two badges.
