You are providing insufficient detail on your problems. Here is my
best guess on your situation and potential corrective measures.
I believe that your HARM-laden Hornets are probably assigned to an AI-
controlled ground strike mission. Once you place aircraft under AI-
control, the AI decides what to do with them, when to fire, when to
turn on the radar, etc. Also, I think that the AI has a problem with
ARM weapons. IIRC, the AI is unable to fire these weapons unless the
target location is *precisely and perfectly pinpointed*. A human
player is able to fire ARM weapons on less precise information.
This appears to be like the likely cause for your Hornets to close on
the target and getting shot down without release of their weapons. If
these are not your circumstances, please elaborate.
There is **NO WAY** to ensure that your units do not turn on their
radar. You can try to maintain control as long as possible by only
using manual (plotted) missions, but this only works for so long. You
do not have complete control of your units.
This is due to the ridiculous Auto-Defense game behaviour introduced
by AGSI. The AI pretty much takes your units and does whatever it
pleases. When *IT* thinks that your unit has been detected, it just
turns on your radar and there is *no way to stop it*.
You can read more about this absurd behaviour:

Pretty much, AGSI has decided that we, as players, are just too stupid
to decide our own course of action. So, the developer must implement
a redundant function that removes any possibility of decision-making
on the part of the user. Just wait until you see your aircraft and
ships firing their weapons at targets you don't even want to engage **
And There's NOTHING ** you can do about it, either.
