well it hasn't "always" been so.
Halo2 was only just announced, and thats only being coded for windows
Vista to try and entice PC users to upgrade to the new OS.
even though it will probably be cheaper for you to go out and buy an
Xbox and copy of Halo2 than it will be to upgrade to Vista and buy
Halo2 for PC 
so at that release rate, Halo3 should be on PC's in about 2010...
