GTA IV (4) and Belkin Nostromo n52 Speedpad Bug

I have seen a few posts about this same problem but no solution...
Please help

When I start up GTA 4 with my Nostromo n52 Niko immediately opens his
phone and scrolls through edit video or join multiplayer. When I open
up the keymapping configuration page it keeps trying to scroll up.
When I exit, remove the n52 then restart the problem goes away (but
comes back again after re-attaching the n52.

What I have done to try to fix it.
1) Uninstalled and reinstalled the n52 with the latest drivers and
default profile.
2) Reinstalled GTA 4
3) Uninstalled and reinstalled ALL input devices (including mouse and
keyboard)
4) Reinstalled OS. From VISTA back to XP

The solution was found. I went into device manager and disabled the
"Nostromo n52 HID Speedpad 2.0 Mouse Wheel". I can only assume it was
conflicting with the optical mouse wheel (so you could probably
disable the mouse wheel instead if you preferred.
