Something I cant understand, in some games if I manage to build the UN
I get the option to go for a diplomatic victory and in some games I
don't have the option.
Is there something I am doing wrong or am I missing something
I am playing at Warlord level
Thanks in advance

You have to be elected Secretary-General of the UN in order to have the
Diplomatic Victory option available.

There is some sort of power ranking. I don't know if it is population or land
area or military or combined. If you are not one of the top two, those
eligible to receive votes, you might not get the option.
Also, at game startup there is an option to disable diplomatic victories.
Perhaps you set it by mistake.

Thanks Eddie
The Power ranking thing makes sense because even though I had built
both the Apostolic Palace and the UN and was the Sec Gen it was a low
score game, the game I had prior where I won a diplomatic victory was
for me anyway a high score game

The 2nd requirement is that you must not have all the votes
necessary in order to win the election. Check your votes on the
victory screen, and if it is enough that you'd automatically win the
election, the election is meaningless and will not be available.
With the Apostolic Palace, you have a chance to decrease your
portion of the votes by spreading the religion among the AIs, but with
the UN it is hard to reduce your population (or increase the AI
population) enough to matter.
If you're going for a UN diplomatic victory, you need to limit your
expansion before you get the UN. It can be hard to judge, but if your
percentage of population is close to that needed for domination, you
probably can't get a diplomatic victory.
