Denver 5 Waver

Who is qualified to get a waver for reception of the Denver 5 package?
I frankly do not think that my local network affiliates would grant one
especially if I am living within a Contour B area for both analog and
digital signals. And it would seem that local stations would not grant a
waver if they are receivable via DISH or DirecTV. Question: How does a
BUD owner get the Denver 5 Package?

Some of us are grandfathered in to receiving distant stations.
