A daft question, and I'm sure I know the answer already....

Given that you've already bought the game disks and that you want to make
your own modules to then freely distribute through the NeverWinter Vault,
how much money does it actually cost you to do so?

It depends. If you count the time it takes to create the modules it
costs you a lot. If you want to create real unique content you might
need expensive software to create the models.
Apart from that, making modules is free.
