Where's the best place to get some basic experience in Diplomacy
online? I used to dally around the Diplomatic Pouch some years ago but
it seems to be unavailable(www.diplom.org).

I've found dip2000.co.uk and I'm trying that.

That must be a temporary issue. The site's been down less than 8 hours.
(The Judge Openings List pings my judges at five minutes after the
hour every hour. The last time was 04:05 GMT-7.)

If you join the Queue for "Standard Diplomacy for newbies only":

http://diplom.org/DP-cgi/setqueue

I'll get you into a game by the end of the week.

There are LOT'S of fine sites you can check. Do a simple Google search
and you will find dozens.
The largest is probably Redscape and where i do my "dipping" but
really, check around and find that site you can call home. Each site
has something unique to offer, it's not like a pair of sweatpants
where "One size fits all". Look around, have fun!

Redscape looks like hand-adjudicated PBB (play by bulletin board). I
saw some RealPolitik maps in there. Hand adjudicated is great for
people who already know how to play. It's usually personable, but the
GM isn't under any obligation to tell you when you've misordered or
forgotten to order a unit.

It looks like ~40 games and 2 forming games, but there's no easy way to
tell how may are complete. That's a nice volume for a site, but several
judges have more active games. USAK has 54 active games and 10 forming.
By comparison, phpdiplomacy.net has 208 active games and 42 games
forming... and it isn't even one of the 3 most active Diplomacy sites.

Chris, I would say that Redscape is close to the largest in
hand-adjudicated PBB volume, especially if you look at its whole history
(more than ten years, if I recall correctly).

To me, if a beginner asks me how to get started (and they quite often do),
I usually ask these questions:

1) How well do you already understand the rules and the tactics? As you
get started, are you most interested in learning the rules and tactics
first? (if yes, I usually send them toward the judges, but phpdiplomacy
also is a good outlet for this)

2) Diplomacy is first and foremost a game among people, if you're going to
stick with the game for the long term, eventually you will come to see
that the board and the tactics fall into the background and the game
really is one between people at a higher level. How quickly do you want
to learn about these aspects of the game and what about the game in that
area intrigues you most? (if they talk about creating characters and
taking on personalities in the game, I usually send them toward Redscape
or dipbounced if they want web based, or DipWorld or what is left of Cat23
if they want Yahoo groups and those types of personalities)

3) Are you interested in playing with people from many countries, then I
sometimes get into which countries.... (I've been sending people toward
the Wonderful Mansion tournament on that response, since that is one of
the more cosmopolitan sites at the moment)

But Redscape's avatar structure and BBs are very popular with some kinds
of players. Oh yes, I also ask if people want to GM and how, and that
also sends people toward particular sites.
