What are the best base classes in official supplements that depend
mainly on Intelligence?

Artificer.

Yeah, they SAY it's Cha-based, but it's really Int-based.

Wizard (then into Loremaster), if you're looking for most powerful.

Best for what?

For all around power, I'll agree with Keith and say wizard.

Well, SeaHen asked about base classes in supplements, not core (PH).

A Wu Jen is the closest thing you'll find to a Wizard in the
supplements. They have a somewhat different spell list, mostly to the
detriment of the Wu Jen. Oh, there are a few good spells that only
the Wu Jen have, but these are outnumbered by the good spells that
Wizards have that Wu Jen don't. But it makes a nice change of pace, a
different flavor without losing too much of what makes a Wizard good.

A Beguiler can be fun in the right campaign, but overall there are too
many times a Beguiler is almost useless. They depend mainly on
Enchantments and Illusions - if your campaign world has a lot of
monsters unaffected by these things you're out of luck.

The Artificer is campaign-specific to Eberron. If your DM is not
playing an Eberron campaign the odds are you won't be allowed to play
one - but some DMs will allow almost anything, so by all means ask.
